The WG2 is established with the aim of supporting the Ministry of Labor, Migration and Employment of Population of the Republic of Tajikistan in the development of the Teachers Competence Framework (TCF) for the entire teaching staff, in close cooperation with the development of the Framework of Competencies of teachers by the Ministry of Education and Science (MOES) and in the development of a Staff Appraisal System, teachers of special disciplines, masters of industrial training, as well as management personnel. It is envisaged in cooperation with the project (EU on support general education under MOES) “Technical support to the Ministry of Education and Science in the field of teacher development, assessment and planning of training, budgeting and monitoring”, support to the Working Group in preparing a strategy for obtaining formal approval and approval for Implementation of the System of Continuous Professional Development.
The WG2 includes experts from the VET departments under the MOLME and MOES, as well as leading experts from public and private institutions for the training and retraining of special-education teachers and masters of industrial training, employers, trade unions, non-governmental organizations, selected teachers and as well as management personal of the IVET system.
With expert support for the project, WG2 will discuss and agree on common solutions for: ·
- Development of the Competence Framework (CF) of the entire teaching staff, in close cooperation with the development of the Framework for Competencies of Teachers (TCF) of the Ministry of Education and Science in accordance with international qualification standards (European Union countries, Australia)
- Development of the Staff Appraisal System: teachers of special disciplines, masters of industrial training, as well as management personnel of the VET system
- Adopt all necessary legislative and regulatory measures for the establishment, formal confirmation and approval of the Teachers Competence Framework and the Staff Appraisal System, supported by the relevant legal expertise
- Supporting the preparation of a strategy for obtaining formal approval and endorsement for the implementation of the System for Continuing Professional Development (CPD) of IVET Teachers and Masters of Practical Training, as well as IVET management personnel
- Preparation of trainings for school principals (and other management personnel of NGO schools) and relevant personnel of the MOLME on the procedures of the Staff Appraisal System
- Pilot implementation of the procedures of the Staff Appraisal System (teaching staff and management personnel) in selected vocational lyceums
- Pilot implementation of at least 20 training programs for retraining (developed on the basis of the individual needs of teachers for selected professions and teaching requirements in general), with the help of selected providers of coursework and retraining of teaching staff
- Dissemination of the Staff Appraisal System (teaching staff and managerial staff) nationwide (in implementing the system in all lyceums), in managing and prioritizing the information received, in informing about the implementation of individual development plans within the System of Continuing Professional Development
- Design, development and delivery of at least 60 training programs, (based on the needs of teachers of special disciplines and masters of industrial training identified in the framework of the Staff Appraisal System – approved providers of teacher retraining
