WG1 is established with the aim to support the Government of the Republic of Tajikistan to develop, update and implement the Normative Framework and Action Plan for its application. The Normative framework should clearly define the roles and responsibilities of MOLME and MOES and their structures, which are responsible for the development and management of the IVET sector.

          The WG1 includes experts from the VET departments under the MOLME and MOES, as well as leading experts from their departmental structures, who have been assigned key functions and responsibilities for the development of the IVET system.

          With the expert support of the project, WG1 will discuss and agree on general decisions on the following issues:

  • Roles of different organizational structures in the IVET system – to define clear objectives, functions and scope of work for each role in the development of the IVET  system, mechanisms and tools for coordination between them in the interests of transparency of the process;
  • The degree of independence and confidence-building – to establish the limits of authority of each subject in the IVET system  and to outline measures to prevent subjective, partial, inconsistent and biased decisions;
  • Decision-making – identify vertical and horizontal decision lines, outline measures to protect the integrity of the process and transparent procedures to ensure the participation of relevant stakeholders in the decision-making process;
  • Evaluation of effectiveness – to determine performance indicators in relation to the tasks to be achieved by each  VET department  of the two ministries (MOES  and MOLME);
  • Improvement of the IVET Regulatory Framework – consideration, review and agreement on the finalization of the regulatory framework, impact assessment and preparation of the Action Plan for its implementation.
The WG1 on the RF has the main tasks for verification of concepts and reaching consensus on the most appropriate solutions in the context of TVET country developmental needs in Tajikistan.

It will be called approximately 10 times until the end of 2018; a rationale for the establishment of WG1 was drafted already during the project Inception phase suggesting also the minimum representatives that will be sought.

Facilitated by the Consultant, the WG1 on RF will build consensus on:

 

  • Role’s clarity
  • Degree of independence and maintaining trust
  • Decision making mechanisms and process
  • Accountability and transparency
  • Performance evaluation
